Through the VicHealth Local Government Partnership (VLGP), VicHealth supports councils with the tools needed to embed novel and innovative techniques into their health promotion initiatives and Municipal Public Health and Wellbeing Plan planning. There are currently 35 councils in the VLGP, and VicHealth is moving into a new era of delivery and associated capacity building support between July 2024 and December 2025.
VicHealth has engaged five different providers to support councils in evaluation, co-design, systems thinking, and implementation and sustainability planning. FPC is leading a component of systems thinking capability building support with councils so that they can confidently apply a systems thinking lens to their work. FPC will also support VicHealth to oversee the collaboration between other VLGP capacity support providers to plan and schedule content, avoid duplication, and to ensure a cohesive and systematic approach that ultimately benefits all involved.
In addition to traditional models of capability building in the form of training, FPC also used this project as an opportunity to develop new content for capability building. Specifically, we produced a podcast, and a tabletop card game. Learn more about these on XX

Design and implementation of an organisational evaluation framework

Gippsland Region Public Health Unit (GRPHU) is one of nine Local Public Health Units (LPHUs) in Victoria. Originally established as part of Victoria's response to the COVID-19 pandemic, the LPHUs now fulfill a wider health promotion and health protection function. FPC initially worked with the GRPHU on the development and supported implementation of an organisational evaluation framework. This included the development of an overarching program logic model and four priority area-specific logic models, development of indicators, data sources, and development of data collection tools. Shifting into the implementation stage, FPC are now supporting internal staff to implement the framework through mentoring and advisory support to ensure that they are equipped to manage their own evaluation approach well into the future. This will ensure that the GRPHU is able to 'own' its evaluation approach, and that there is an ongoing evaluative capability in the organisation.

Thriving kids queensland partnership
TQKP (Thriving Queensland Kids Partnership) is a Queensland-based intermediary and relationships broker focused on systems change for the benefit of children and youth. The Country Collaborative is a sub-set of TQKP, with the shared goal of changing the odds for children, young people, and families in rural, regional and remote Queensland communities to thrive. The Country Collaborative has engaged FPC as a Learning Partner, who can support key individuals and the wider collective to build their skills in systems mapping methodologies. A particular focus is on measuring the role and impact of partnerships within the Queensland child, family and youth ecosystem, using systems mapping to build awareness of the value of partnerships, and grow the capability of staff to use the techniques. FPC will be embedded as a temporary member of the Country Collaborative for the duration of the project, and will work with the team on a variety of outputs over the year.

Due to the nature of the health industry, hospitals and other health care services consume a high amount of resources and generate one of the most diverse and difficult to manage waste streams. Sustainability Victoria (SV) recognised the need to support nurses and other healthcare service stakeholders in the development and implementation of waste management plans and strategies. As part of this, FPC was engaged to design and facilitate six Waste in Healthcare mentoring workshops around the State, focussed on mentoring and assisting participants to develop implementation plans for introducing new waste streams in their place of work (or improve existing waste streams). The scope of the workshops included consideration of the waste streams typically generated in a hospital or healthcare service organisation, including general waste, recyclables, green waste and PVC, e-waste, and clinical waste. We also provided strategies for participants to use to gain buy-in from hospital executives to help with implementing their action plans.
