Evaluation of the Community Carbon Reductions Program

Moonee Valley City Council • 2024-2027

Led mid-point and final evaluations of the Community Carbon Reductions Program, a program delivered through 20 initiatives across 5 working groups. Designed and delivered surveys and interviews and used mixed methods to analyse program activities, reach and engagement. Additionally, delivered workshops to program staff to build internal capability in monitoring and evaluation.

Evaluation of the Homeward Bound Leadership Program

Homeward Bound • 2023-2024

Led analysis and reporting of evaluation for women in STEMM leadership program (cohorts 5-7). Used quantitative and qualitative analysis techniques to synthesise hundreds of survey responses, extracting meaningful findings and useful recommendations for this long-term program.

NSW Marine Estate Community Wellbeing Surveys - Wave 2

Department of Primary Industries • 2024

Led data analysis of population-level surveys with thousands of responses to understand community attitudes and barriers to caring for marine areas. Conducted comparative analysis with Wave 1 results to establish longitudinal changes, resulting in highly regarded government product.

Social and Economic Outcomes of the Reef Builder Program

The Nature Conservancy • 2022-2024

Assessed social and economic impacts of 13 shellfish reefs across Australia. Interviewed and surveyed stakeholders across reef sites and developed bespoke case studies highlighting realised and likely outcomes as the restored ecosystems develop.

Bushfire Biodiversity Response and Recovery Program Evaluation

Department of Energy, Environment and Climate Action (DEECA) • 2023

Contributed to final evaluation of multifaceted program responding to 2019-20 Victorian bushfires. Documented achievements and lessons across 7 themes focusing on overall program implementation, achievements, and lessons for future emergency biodiversity response programs.

Monitoring and Evaluation Framework for the Community Flood Awareness and Preparedness Program

Melbourne Water • 2023

Heather led this project to develop a Monitoring and Evaluation Plan for the program, a range of data collection templates and tools, and a dashboard for consolidating, summarising and visualising data. This included leading a workshop with Melbourne Water to develop a program logic and key evaluation questions.

Climate Partnerships Project Evaluation Support

Jesuit Social Services • 2025-2027

Supporting evaluation of three-year initiative strengthening climate resilience for communities in Yarra Ranges and Campaspe. Conducting Social Network Analysis and comprehensive evaluation exploring outcomes and impacts on disaster and legal systems challenges.

Waste Avoidance and Resource Recovery Initiatives Evaluation

Department of Water and Environmental Regulation (WA) • 2025

Evaluated behaviour change initiatives seeking to change norms around waste disposal. Assessed program outcomes in encouraging community members to recycle more and generate less waste, identifying ways state government can support behaviour change.

Social Research Project for Alternative Body Disposal Options

Southern Metropolitan Cemeteries Trust • 2023

Heather conducted in-depth desktop research to compare the environmental impacts of various alternative body disposal options, as a part of Southern Metropolitan Cemetries Trust’s commitment to environmental responsibility, good governance, and a growing public interest in ‘green’ funeral options.

Education & Qualifications

Heather’s academic background in zoology and environmental studies provides a strong scientific foundation for her work in environmental evaluation and sustainability research. Her Honours thesis, which modelled the effects of climate change on cold-climate reptile communities, reflects both scientific and quantitative rigour. Cancellation by Participant:

  • More than 14 days before the event: Full refund (an administration fee may apply)
  • 7–14 days before the event: 50% refund
  • Less than 7 days before the event: No refund, but you may transfer your registration to another person

Cancellation by FPC: We reserve the right to cancel or reschedule workshops due to insufficient enrolments, facilitator illness, or other unforeseen circumstances. In such cases, you will be offered a full refund or transfer to an alternative date.

Substitutions: You may substitute another participant from your organisation at any time by notifying us in writing.

Photography and Recording: We may photograph or record workshops for promotional purposes. Please advise us if you do not wish to be included.

6. Consulting Services
